Oxygen.next is a media server with integrated CMS. its available as a free webservice and seems to handle most common tasks for applications like instore TV, info/Welcome Screens, Digital Signage, ect.

It plays: Windows Media, Streams, Mpg, Avi, Flash, Websites, Silverlight, Quicktime , jpg, Bmp and also support live sources

it also features a template based editor (yes, you can build templates yourself!)

its node based, which means you can add as many playout nodes as you want and schedule content on them via a single web gui!

Runs on: Windows XP, Vista and Win7

I tested it on my Vista Home Premium and it works great.
